The WFP Centre of Excellence for Rural Transformation and the National Disaster Reduction Center, the Ministry of Agriculture and Rural Affairs and the Ministry of Emergency Management of the People's Republic of China co-organized a workshop on Flood Response and Recovery with a focus on sharing best practices and lessons learned. The workshop covered flood damage and loss assessment, including physical quantity assessment, direct economic loss assessment, and disaster scope assessment. On-the-spot investigations and assessment groups are established after a disaster to assess damages and losses in different areas. The course also discussed the topic of disaster risk reduction and emergency management, highlighting the need for various functions such as preparing plans, monitoring and early warning, hazard assessment, emergency response command, disaster statistics, and information system construction. The National Disaster Reduction Center of China was introduced as a center for natural disaster prevention, research, and monitoring. The course also stressed the importance of monitoring and early warning systems for disaster emergency response and the need for coordinated efforts in disaster risk reduction and emergency management to mitigate the impact of natural disasters.

Synergy Meeting & Stakeholders’ Dialogue on Rice Value Chain Development

China has made remarkable progress in its rice sector, as its per capita grain possession exceeds 474.4 kg. Post-harvest loss management, such as promoting advanced and practical green grain storage technology and information technology has played a significant role in contributing China’s achievement. Through South-South Cooperation, the experience and lessons learned at the technical and policy level from China could assist the African rice stakeholders in addressing some of the challenges encountered in the past few decades. WFP China COE, in collaboration with CERFAM, has already placed the rice value chain with high importance and is dedicated to enhancing China-Africa cooperation on the rice value chain. BILL&MELINDA Gates Foundation in China has been engaged with Chinese academic partners aiming to support Africa’s agricultural extension system for local capacity development in some Africa countries and has supported this project financially as well. It is the common vision that rice value chain enhancement would be a prime entry point for WFP and BILL&MELINDA Gates Foundation in China to jointly make their due contributions to support and help African nation’s capacity for food security.

Workshop on Innovative Smallholder Market Access

In China, innovative and digitalized models, such as grain bank and e-trading platform, have been adopted to support the smallholder market access and better post-harvest management. The grain bank supports smallholders from grain storage, processing to financial service and many other activities. There are some large grain banks in Shandong, Henan, Heilongjiang, and other major grain-producing areas in China. E-trading platform is another model showcasing the informatized and digitalized grain storage to support smallholder market access. China has gained experience from the past decades in the above-mentioned models, which can be shared and exchanged with other developing countries. In responding to the local needs from government and stakeholders in Ghana, WFP China COE in collaboration with Ghana Country Office will organize a Series of Workshops on Innovative and Digitalized Smallholder Market Access to improve the smallholder market access. Meanwhile, such exchanges will promote the technical exchange between China and Ghana under South-South Cooperation and thus will facilitate further collaboration between two countries.

China's Experience for Africa's Food Systems Transformation: Case Study of WFP-UNOSSC Rice Value Chain Project in Cote D'lvoire

The China-Africa Rice Value Chain Development Project in Côte d'Ivoire is a project aimed at improving the rice value chain in Côte d'Ivoire through South-South cooperation. The project uses various approaches and methodologies, including needs assessment, technical demonstration, technical training, technical guidance, and partnership building.The beneficiaries of the project are smallholder rice producers in Côte d'Ivoire, particularly in the communities of Maramana, Kantara, Pitiangomon, and Nankaha, with a focus on empowering women farmers.Based on the project's success, some recommendations for other countries include virtual study tours as an alternative to field instruction, further support for local producers in rice production and processing, promoting gender equality in the implementation, and sustaining the impact of the first phase implementation. The project could also benefit from continued funding and technical support from UNOSSC and WFP.
