The main responsibilities of the State Administration of grain and material reserves are to draft laws and regulations and departmental rules for the management of grain circulation and material reserves throughout the country. Study and put forward the reform plan of grain circulation and material reserve system and organize its implementation. Study and put forward suggestions on national strategic material reserve planning and national reserve variety catalogue. According to the overall development plan and catalogue of national reserves, organize and implement the collection, storage, rotation and daily management of national strategic and emergency reserve materials, and implement relevant utilization plans and instructions.
